Understanding Income Limits
30% limits (30% of AMI) are used for extremely low-income housing programs.
40% limits (40% of AMI) provide an additional threshold for certain programs.
50% limits reflect 50% of area median income — the baseline for most calculations.
60% limits are used for Low Income Housing Tax Credit (LIHTC) properties.
70% limits (70% of AMI) serve as a threshold for moderate income programs.
80% limits (80% of AMI) are often used to define "low-income" qualification thresholds.
Median Income shows the area median income (AMI) — the foundation for all percentage calculations.
HERA Special Limits — When a location has HERA (Housing and Economic Recovery Act) Special designation, a separate table displays these higher income limits provided by HUD.
Income limits are updated annually and may change based on local economic conditions.
Maximum Allowable Rents
Bedroom Imputation — HUD uses a 1.5 persons per bedroom standard. A studio (0BR) is imputed at 1 person; a 1BR at 1.5 persons; a 2BR at 3 persons; and so on up to 5BR at 7.5 persons.
Fractional Persons — When the imputed household size is not a whole number (e.g., 1.5 for a 1BR), the income limit is averaged between the two nearest household sizes.
Monthly Rent — Maximum gross rent equals the imputed annual income limit divided by 12.
Gross Rent — These figures represent gross rent, which includes a utility allowance. The actual tenant-paid rent is gross rent minus the applicable utility allowance.
